Sikkerhetssektorreform (SSR) er et viktig satsigsområde for mange av dei internajonale institusjonar Norge er ein del av. Formålet med etablering av eit ege SSR-program ved NUPI er å fange heilskapen i eit innsatsområde prega av fragmentering, og være betre i stand til å sette i verk overordna strategiske vurderingar av innsatsen. NUPI sitt arbeid innafor Sikkerhetsektorreform er delt i tre hovedgrupper: Grunnforskning, brukarretta forskning og operativ verksemd.
