This report is the second of two papers critically analysing the recent transition in Kosovo's security architecture. Written by the UK liaison officer assigned to provide the important link between NATO's Kosovo Force and the Kosovo Protection Corps (and latterly the Kosovo Security Force), the paper provides a compelling first hand account of the challenge that faced Kosovo Force and the local actors during the winter of 2008-09. It studies the recruiting, screening and selection of Kosovo Protection Corps personnel who made up the first 1400 personnel in the Kosovo Security Force set against the wider context of trying to stand down the Kosovo Protection Corps with dignity. The paper demonstrates how a very challenging security transition was further complicated by the nuances of Kosovo's political status. The opportunity to identify lessons that can be learned and applied elsewhere in post conflict environments was the driver for this paper and there are many examples to consider. Reflective and insightful, the paper provides a unique and personal view of the transitional activity that took place and offers the reader the opportunity to understand the highly complicated nature of security transitions from Kosovo's perspective.
